NHS North Central London Cluster (NCL) consists of five of Primary Care Trusts (PCTs) which are Barnet, Camden, Enfield, Haringey and Islington. Together we serve a combined population of around 1.27 million. This new management arrangement is part of the national policy to strengthen commissioning of NHS services over the next two years and to make sure that services are safe and effective whilst the new system develops. The Cluster arrangements supports the changes to the NHS set out in the Government's NHS White Paper - Equity and Excellence: Liberating the NHS.
